Millions Meant for a National ID System Instead Benefited Congo’s Elites

Millions Meant for a National ID System Instead Benefited Congo’s Elites

In Congo’s second city of Lubumbashi, a blue glass-and-steel shopping mall towers over the dust-blown skyline, dwarfing the surrounding colonial-era architecture. In 2018, then President Joseph Kabila was guest of honor at the development's opening ceremony, using a pair of golden scissors to cut a ribbon printed in Congo’s national colors of yellow, red and blue.Six years later, the $25 million Hypnose complex stands as a monument to the corruption that has long dogged the vast central African nation. It illustrates how money intended to develop a national ID system was leveraged to serve a small number of elite with…

PowerPM: Foundation Model for Power Systems

arXiv:2408.04057v1 Announce Type: new Abstract: The emergence of abundant electricity time series (ETS) data provides ample opportunities for various applications in the power systems, including demand-side management, grid stability, and consumer behavior analysis. Deep learning models have advanced ETS modeling by effectively capturing sequence dependence. Nevertheless, learning a generic representation of ETS data for various applications remains challenging due to the inherently complex hierarchical structure of ETS data. Moreover, ETS data exhibits intricate temporal dependencies and is suscepti ble to the influence of exogenous variables. Furthermore, different instances exhibit diverse electricity consumption behavior. In this paper, we propose a foundation…

The best E Ink tablets for 2024

The best E Ink tablets for 2024

E-Ink tablets have always been intriguing to me because I’m a longtime lover of pen and paper. I’ve had probably hundreds of notebooks over the years, serving as repositories for my story ideas, to-do lists, meeting notes and everything in between. However, I turned away from physical notebooks at a certain point because it was just easier to store everything digitally so I always had my most important information at my fingertips. E-Ink tablets seem to provide the best of both worlds: the tactile satisfaction of regular notebooks with many of the conveniences found in digital tools, plus easy-on-the-eyes E-Ink…

PushPull-Net: Inhibition-driven ResNet robust to image corruptions

[Submitted on 7 Aug 2024] View a PDF of the paper titled PushPull-Net: Inhibition-driven ResNet robust to image corruptions, by Guru Swaroop Bennabhaktula and 2 other authors View PDF HTML (experimental) Abstract:We introduce a novel computational unit, termed PushPull-Conv, in the first layer of a ResNet architecture, inspired by the anti-phase inhibition phenomenon observed in the primary visual cortex. This unit redefines the traditional convolutional layer by implementing a pair of complementary filters: a trainable push kernel and its counterpart, the pull kernel. The push kernel (analogous to traditional convolution) learns to respond to specific stimuli, while the pull kernel…

Zero-shot Factual Consistency Evaluation Across Domains

Zero-shot Factual Consistency Evaluation Across Domains

arXiv:2408.04114v1 Announce Type: new Abstract: This work addresses the challenge of factual consistency in text generation systems. We unify the tasks of Natural Language Inference, Summarization Evaluation, Factuality Verification and Factual Consistency Evaluation to train models capable of evaluating the factual consistency of source-target pairs across diverse domains. We rigorously evaluate these against eight baselines on a comprehensive benchmark suite comprising 22 datasets that span various tasks, domains, and document lengths. Results demonstrate that our method achieves state-of-the-art performance on this heterogeneous benchmark while addressing efficiency concerns and attaining cross-domain generalization. My grandmother just turned 95, and she’s still thriving. Here are her 3 secrets to longevity.

My maternal grandmother, Theresa "Terry" Grady, just celebrated her 95th birthday in June. To say she's an inspiration is an understatement. When my four younger siblings and I were younger, we always thought our grandmother was a "cool" grandma. She wasn't like other grandmothers because she wore colorful bubble dresses, which were trendy at the time, and threw lavish parties with my grandfather at the lake house they lived in for most of our childhood. Looking back on her wonderful life, it's easy to see what has helped her thrive well into her 90s.Family is everything to herGrowing up, every friend…

Microsoft Says Iranian Hackers Targeted US Political Campaigns

A hacking group linked to the Iranian government tried to breach the email accounts of presidential campaign staffers as part of a wider effort to gather intelligence ahead of the US election, Microsoft Corp. said Friday.Attackers connected to the Islamic Revolutionary Guard Corps in June used a compromised email address from a former political adviser to try phishing another high-ranking presidential campaign official, according to findings from Microsoft’s Threat Analysis Center. That group, which Microsoft calls Mint Sandstorm, also unsuccessfully attempted to log in to the account of a former presidential candidate. The report didn’t identify the individual targets by…
