CrowdStrike, Carahsoft Struck Deal to Sell Software IRS Didn’t Buy

Distributor Carahsoft placed an order with CrowdStrike for software intended for the tax agency. But the IRS didn’t end up buying it. Why is Carahsoft paying CrowdStrike anyway?
